Applying the tape directly to cardstock and then painting it will create a seamless and unified background. An alternative technique, which I’ve done here, begins with painting the masking-tape strips on a separate surface. Once the masking tape is painted and has fully dried, the strips can be peeled from the non-porous working surface and applied to the cardstock background of the layout.
